The Balfour Declaration came in the form of a letter addressed to Baron Walter Rothschild. That alone reveals a great deal. The Declaration did not explicitly require Zionism for implementation.
My take on this complex issue is that after 1948 (perhaps before), Zionism became wholly captured by economic interests and secular power dynamics. The Biblical "Land of Israel" and realpolitik Zionism are two incompatible ideations. I believe the establishment of a Jewish homeland did indeed fulfill Biblical prophecy. However, the command to "Stand with Israel," for my part, is a command to stand with the Jewish AND the Palestinian people, with righteousness and not with the corrupt government of the State of Israel, a.k.a. the 'Zionist Entity.'
Evangelicals and Christian Zionists do what they do best -- literalize and over simplify pretty much everything. We cannot in good faith conflate abstract Zionism with the Jewish people. It's complicated. Only God is able to sort it all out.
